The Fort Collins Coloradoan editorial: NISP mitigation should be discussed
The Fort Collins City Council on Tuesday will consider a recommendation from city staff to open formal discussions and possible negotiations with Northern Water regarding mitigation of the Northern Integrated Supply Project, or NISP.
NISP is a water storage plan being reviewed by the U.S. Army Corps of Engineers. The final environmental impact statement from the Corps, which has been studying the proposal for more than a decade, is due in 2017. A decision on whether the project may be permitted is expected in 2018.
Northern Water is a primary proponent of the controversial project. NISP would supply water to 15 Northern Colorado municipalities and water districts. The project would include the construction of Glade Reservoir near Ted’s Place.
Glade would store water drawn from the Poudre River. A principal concern for many in Fort Collins is how the Poudre will flow through town if the project is built.
