Foote, Ginal chosen to replace Colorado state Sens. Jones, Kefalas
Colorado state Rep. Mike Foote of Lafayette was chosen Saturday to replace state Sen. Matt Jones of Louisville by a Democratic Senate District 17 vacancy committee.
On Sunday, state Rep. Joann Ginal of Fort Collins was chosen by a Democratic Senate District 14 vacancy committee to fill out the last two years of the term of state Sen. John Kefalas, also of Fort Collins.
On Nov. 6, Jones and Kefalas were elected to county commissions in Boulder and Larimer counties, respectively, and resigned their state Senate seats earlier this month.
Foote is finishing his third term as a state representative, but chose this year to run for Boulder County District Attorney instead of seeking a fourth term. He lost in the primary to eventual winner Michael Dougherty.
Foote chaired the House State, Veterans and Military Affairs Committee during the 2017-18 sessions and served as vice-chair of the Finance Committee.
Foote has been active in anti-fracking legislation; in 2017, he persuaded his House colleagues to kill a supplemental appropriation for the Department of Law over a lawsuit filed by Attorney General Cynthia Coffman against Boulder County.
That lawsuit challenged the county’s authority to approve a moratorium on fracking. The appropriation was reintroduced and approved several weeks later.
Foote defeated three other candidates, taking 98 votes, about 73 percent of the total. Incoming Secretary of State Jena Griswold tweeted her congratulations to Foote Sunday morning.
Kefalas told Colorado Politics that Ginal won the vacancy committee’s support over three other candidates, garnering 45 out of 89 votes. Fellow Democratic Rep. Jeni Arndt took 42 votes.
Ginal won re-election to her fourth and final term in the House in November. A vacancy committee for House District 52 will now be tasked with finding her successor. That vacancy committee will meet on Jan. 3, the day before the 2019 legislative session starts.
Two other candidates also competed for the seat: Michael Thomas and Bill Wright, who ran for Larimer County Commissioner two years ago.
Ginal and Foote will have to run for full terms in the Senate in 2020. Foote filed his candidacy paperwork for the SD17 seat on Nov. 16.
On Jan. 5, a Democratic vacancy committee in Senate District 26 will choose the successor to Sen. Daniel Kagan of Cherry Hills Village, who announced he would resign effective Jan. 11. Three Democrats, including current Rep. Jeff Bridges of Greenwood Village, have so far announced their intentions to seek the seat.
