The Colorado Springs Gazette editorial: Issue 2, a great way to fix stormwater mess
Residents of Colorado Springs have a $460 million debt to pay over the next 20 years, and it is not negotiable. That is why we encourage voters to approve Issue 2 on the April 4 ballot, allowing growth to help with this burden.
As explained in a recent editorial, our stormwater dilemma was partly the fault of a former City Council’s scheme to circumvent the law. Council members, including current candidate Richard Skorman, imposed a fee to fund the Stormwater Enterprise. Voters rebelled, believing they should have been asked, and then passed a law in 2009 that led to closure of the stormwater bureaucracy and elimination of the fee.
The council’s scheme to avoid asking permission led to an eight-year delay in upgrading infrastructure. Meanwhile, the city’s impervious surfaces continued to grow.
