Backers of President Trump’s seven-nation travel ban point out that President Obama was the one who singled out those Middle Eastern and African nations in December of 2015, when he signed a Visa Waiver Program Improvement and Terrorist Travel Prevention Act. So if someone doesn’t agree with the list, they can blame Obama.

And besides, Obama ordered a six-month stay visas out of Syria in 2011. So what’s the difference?

First of all, the 2015 law restricted access to the Visa Waiver Program, which allows citizens of 38 countries who are visiting U.S. for less than 90 days to enter without a visa. That’s far different from a policy targeting seven nations, with broader restrictions, implemented in a relative instant, stranding many who already had met the requirements for entry into the U.S. and sewing confusion about who’s in and who’s out, including green card holders.
