Denver Mayor Michael Hancock’s office announced on Monday that the city is seeking applicants for the Citizen Oversight Board.

The board provides civilian oversight of the police, sheriff and fire departments. Currently, there are seven mayoral appointees who the city council confirms. 

Their responsibilities include assessing the effectiveness of the Office of the Independent Monitor; making policy recommendations about discipline; evaluating use of force, training, and community relations; and reviewing select Internal Affairs cases.

The board’s 2018 report outlined its achievements, among which was holding a public meeting about the case of Michael Marshall, who died in the Denver sheriff’s custody in 2015, and taking community recommendations.

The board also highlighted its involvement in the National Association for Civilian Oversight in Law Enforcement. There are approximately 150 such oversight bodies in the U.S. Typically, empowering an oversight agency with independence, enforcement powers, and the resources to investigate are the precursors for success.

The stipend for Denver’s board members if $100 per month, and the length of the term is four years. Meetings occur from 10 a.m. to 1 p.m. twice per month on Fridays. Anyone who has been employed by first-responder agencies or has had immediate family members employed is ineligible to apply.
