Denver City Council to ponder spending $5M to extend shelter lease

The Denver City Council will consider 28 resolutions on Monday, including a request to extend a lease agreement with Quebec Hospitality LLC to provide housing for the homeless.

An amendment would tack on an additional 10 months to a lease of the entire property at 4685 Quebec St., a former Comfort Inn, for $5,067,360. The property has 138 non-congregate rooms. With the amendment, the new maximum contract amount would be $17,432,700 and conclude on Dec. 31, 2025.

Last week, the city approved an agreement for the St. Francis Center to operate the shelter with funding from the city’s Housing Stability program.

And just like every other Denverite, the city pays a hefty insurance bill. Council members will consider a resolution authorizing just over $14 million to cover more than a dozen types of insurance from five different providers.

According to the resolution request, Denver primarily self-insures against its financial losses and purchases insurance when required by law or contract, or when it is the most cost-effective way to protect the city.

Coverage types range from property insurance to fine arts insurance, general liability, travel accident insurance, cyber liability, environmental liability, and airport owners’ liability.

There are two proclamations this week.

The first will honor Earth Day 55. Marking its 55th anniversary on April 22, 2025, Earth Day is an annual event dedicated to raising environmental awareness. This year’s theme, according to the official website, is “Our Power, Our Planet,” calling for increased renewable energy.

The second proclamation recognizes April as Child Abuse Prevention Month in Denver. On April 30, Denver Human Services teams will gather at 9 a.m. at City Park and don blue, the color of Child Abuse Prevention Month, and walk along the Mile High Loop.

There are no public hearings slated for the 5:30 p.m. session.

The Denver City Council will hold its regular meeting at 3:30 p.m. Monday, with the general public comment session starting at 5 p.m.
