Denver City Council to consider $12 million increase for rental assistance program

The Denver City Council plans to add roughly $12 million to its rental assistance program through contract expansions with various partners. There are also expansions to contracts with The Second Chance Center and a $4 million purchase order for radiological detection equipment.

The trio of resolutions for rental assistance will bring the total cost of the Temporary Rental and Utility Assistance program to about $23.6 million, against the $29.1 million budgeted for 2024.

Denver opened applications for rental assistance in January. The program has expanded since it was first created and funding for it has more than doubled since 2021, when the city budgeted $13.6 million for the program.

Only two of the three partners in Denver’s assistance program are standing to gain through three separate resolutions. Two resolutions expand contracts with Brothers Redevelopment Inc. and The Community Firm for $4.4 million and $6.6 million, respectively. The third is a new contract worth about $759,000 for The Community Firm that will allow the business to set up a service call center.

Additionally, The Second Chance Center will see about $2 million in additional money through one contract amendment and a new expenditure agreement. The first, a $200,000- and one-year contract increase, will expand recovery services at community corrections facilities, according to the city agenda. The second, a new $1.7 million expenditure agreement will provide money for case management services for community corrections, citywide.

  • 24-0555: A resolution approving a contract with Silva Construction, Inc. for $1,417,513 for citywide spot repairs to concrete curbs, gutters, sidewalk, cross pans, street panels, and alley panels.

  • 24-0537: A bill approving an intergovernmental agreement with the Colorado Department of Transportation worth $800,000 for the design, purchase, and construction of new information booths located throughout Denver International Airport.
  • 24-0542: A bill for an ordinance approving the transfer of funds and subsequent appropriation of $1.1 million from the Gateway Impact Fee Trust Funds to the Capital Improvement Fund for Gateway Regional Infrastructure for the construction of a fire station in Council District 11.
