Denver homeless emergency considered for its third extension

The Denver City Council will again consider extending Mayor Mike Johnston’s homeless emergency declaration, this time to Nov. 13, during its meeting Monday.
Upon gaining office on July 18, Johnston vowed to house 1,000 homeless people by year’s end. That same day, the mayor announced the emergency declaration.
Johnston’s emergency declaration allowed the city to activate the Emergency Operations Center and create an emergency team with members from various city departments focused on the issue of homelessness.
Johnston’s declaration was last extended in mid-September. District 5 Councilwoman Amanda Sawyer voted no, citing budget concerns and questioning whether the declaration was the right way to go.
The mayor’s proposed 2024 budget, currently in its review phase, could potentially allocate $242 million to address homelessness next year.
If the extension is approved on Monday, Nov. 13 would mark 118 days of the emergency declaration. Oct. 16 marks 90 days of the declaration.
Johnston’s “housing first” strategy housed 168 homeless people in his first 90 days, according to a Denver homeless housing dashboard.
Here are some other items on the agenda for Monday’s meeting:
Contracts and Resolutions
- Postponed from last week: A resolution approving a proposed agreement with The Salvation Army to support operations and programs at New Directions, the homeless non-congregate hotel shelter at the former Best Western on Quebec Street. The contract adds $3,666,000 for a new total of $9,166,000, extending it one year.
- A contract with LAX Parking Midwest, LLC for $83,803,994.15 to continue parking services at Denver International Airport for an additional five years.
- A resolution with Honey Bucket to increase the contract maximum from $975,000 to $7 million to provide portable toilet and hand wash station rental services. The resolution does not specify what purpose they are for amid city efforts to create homeless housing solutions that use portable bathrooms.
- A contract with Colorado Designscapes, Inc. to provide golf course renovation, repair, and improvements at eight municipal golf courses, citywide. Terms are up to $500,000 for three years.
- Two resolutions paying liability claims for Eric Szakmary and Kimberly Szakmary v. Denver Police Department and the City and County of Denver – combining for $557,000 paid to Taussig & Smith, PC COLTAF.
- A resolution approving a proposed agreement with The Salvation Army to support homeless housing operations at the Lambuth Center, including long-term housing for those who are homeless. The resolution adds $394,372 for a new total of $1,233,116, extending the contract for one year.
- A resolution on an agreement with Habitat for Humanity of Metro Denver to finance the construction of 17 income-restricted units, Clara Brown Commons, to be sold to qualifying households. The resolution would approve a loan agreement with Habitat for Humanity for $1,275,000.
Bills
- A bill with the Housing Authority of Denver to provide staffing support related to services in affordable housing, citywide. Adds $92,346 for services through the end of 2024.
- A bill with Denver Health and Hospital Authority for a maximum contract of $1,416,000 for three years for the creation of the Family Connects program for supporting parents of newborns, citywide.
- Second reading for a bill authorizing $11 million from the Arts and Venues special revenue fund to Denver Arts and Venues to cover costs of increased events and attendance, citywide.
- A bill authorizing a cash transfer of $4,957,321 from general fund reserves into the Liability Claims Special Revenue Fund to fund settlements and claims involving Denver.
- A bill making a rescission from the Denver Public Library Special Revenue Fund for a cash transfer of $1,575,000 to support upgrades for the Athmar Park Branch and Robinson Branch library facilities.
Public Hearing
- A bill changing zoning for 200 West Warner Place in Globeville proposing a rezoning from I-A UO-2 to I-MX-3 UO-2.
