The scariest of government agencies is usually the one that collects the taxes. For Halloween, the Colorado Department of Revenue either celebrated that scary reputation or poked a little fun at it with a dazzling array of witches, zombies, “Where’s Waldo” Waldos and an impressive Mona Lisa.
