This week at the Colorado Capitol: marijuana, defects, and TABOR reform

Here are the highlights of the week ahead in the Colorado Capitol. Committee schedules are subject to change. The schedule is available on the legislature’s website.

Monday

House Finance, 1:30 p.m., LSB-A

House Bill 1187, a Republican bill to reform TABOR to connect the growth cap formula to personal income instead of inflation plus population change.

Senate State, Veterans and Military Affairs, 1:30 p.m., SCR 357

Senate Bill 195 to allow for additional retail liquor store licenses

Senate Business, Labor and Technology, 2 p.m., Room 271

Senate Bill 156, a construction-defect reform effort that would require arbitration or mediation before a homeowners association could move forward with litigation.

Tuesday

Senate Appropriations, 8:40 a.m., SCR 357

Senate Bill 27 to increase the penalty for texting while driving

Senate Bill 61 to equitably divide funding for charter schools

House Public Health Care and Human Services, 1:30 p.m. Room 271

House Bill 1156 to prohibit gay conversion therapy

Wednesday

House State, Veterans and Military Affairs, 1:30 p.m., LSB-A

A series of Republican PERA bills are set for an uphill battle in the Democratic-controlled committee, including:

House Bill 1114 to give the state treasurer authority to access certain undisclosed PERA information; and

Senate Bill 113 to cap employer contribution rates to PERA at current levels.

The House State Affairs committee will also hear a controversial construction-defect reform bill, House Bill 1169, that aims at empowering developers to stop a lawsuit.

Senate Business, Labor and Technology, 1:30 p.m., Room 271

A series of marijuana bills will be heard, including:

Senate Bill 63 to allow for marijuana consumption clubs;

Senate Bill 184 to allow for private marijuana clubs; and

Senate Bill 192, sweeping changes to marijuana law in Colorado, including allowing for delivery.

Thursday

House Judiciary, 1:30 p.m., Room 0112

Senate Bill 8 to legalize gravity knives and switchblades.

Friday

Colorado Health Insurance Exchange Oversight Committee, 1:30 p.m., LSB-B

Committee discussion with Connect for Health Colorado board members and staff.
