Denver City Council to consider $24M Motorola contract for emergency services

It may be a short work week, but the Denver City Council will still have a robust agenda on Tuesday after Presidents’ Day.

For those following Council Bill 26-0125, the Safety and Transparency in Public Authority Act, which proposes to prohibit law enforcement from wearing masks and mandate identification visibility, the bill is expected to have its first reading before the full council on Feb. 23, with the second reading and final vote on March 2.

Elsewhere on the agenda, council members will consider a 13-year, $24 million contract between the city and Motorola Solutions for a computer-aided dispatch and mobile data software solution.

City officials have said the new system would bring many of the city’s current emergency and non-emergency services under one integrated system, connecting more of the city’s resources to improve the efficiency of service responses.

Funding for the $24 million CAD package will initially come from the Denver 911 Trust and will be “split” with Denver International Airport.

Also from the Health and Safety Committee is a resolution authorizing a $30,000 payment settling a liability claim for personal injuries arising from a motor vehicle collision involving the Denver Police Department. The case is Chandler Blinkey v. City and County of Denver, et al., which was filed in the Denver District Court for the State of Colorado, Case No. 2024CV32605.

From the Transportation and Infrastructure Committee, the council will consider a $13.8 million contract for construction services and pavement rehabilitation on Runway 7-25 at Denver International Airport, and a $25,000 liability settlement involving the city’s Department of Transportation and Infrastructure.

The case is Paulina Guzman v. City and County of Denver, and was filed in the District Court, City and County of Denver, Colorado Case No. 2025CV030187.

There will be two proclamations issued on Tuesday. The first, sponsored by Councilmembers Flor Alvidrez and Paul Kashmann, will recognize the “Ongoing Struggle for Racial Justice at Washington Park.”

The second, sponsored by Councilmembers Jamie Torres, Serena Gonzales-Gutierrez and Flor Alvidrez, will celebrate the 2026 Lunar New Year.

The council will hold a combined public hearing for the following items:

  • Council Bill 25-2163: A bill for an ordinance amending the Denver Zoning Code, aligning the code with state mandates and incentives, and improving procedures for this alignment. 
  • Council Bill 25-2164: A bill for an ordinance amending Chapter 59 (Zoning) of the Denver Revised Municipal Code by aligning certain standards with the Denver Zoning Code as a result of state mandates and incentives. 

A separate public hearing will be held for Council Bill 25-2139: A bill for an ordinance changing the zoning classification for 1965 Verbena St. and East Colfax Avenue. 

Denver City Council meetings will continue to be held in the Parr-Widener Community Room as renovations in the council chambers progress.

Seating is very limited, and the room can fill up quickly.

The Denver City Council’s regular meeting commences at 3:30 p.m., with the general public comment session scheduled to begin at 5 p.m.

As a reminder, Monday is Presidents’ Day and all City Council offices will be closed. The regular council meeting will be moved to Tuesday at the usual time.
