WATCH LIVE: Harris delivers remarks from the Naval Observatory before Pennsylvania trip

Vice President Kamala Harris announced a last-minute change to her schedule Wednesday. She will deliver remarks from the Naval Observatory in Washington, D.C., before she heads to Philadelphia ahead of a CNN town hall in the evening.
