Denver City Council to consider $4.5 million Salvation Army contract

A resolution to add 12 months and $4.5 million to an existing Salvation Army contract is set to return to the Denver City Council on Monday.

The agreement between the city and the Salvation Army would provide “programmatic services” at Crossroads, a 24-hour “low-barrier emergency shelter facility for homeless men and individuals who identify, express, and present as transgender, non-binary, or gender non-conforming.”

The resolution was deferred from last week’s council meeting after its late addition to the agenda. Should councilmembers approve the resolution, the addition would bring the total of the amended agreement to $19.3 million.

The council will also consider two resolutions authorizing payments totaling $50,000 to settle a liability claim involving the Department of Transportation and Infrastructure (DOTI).

If approved, the city will pay plaintiffs Michelle Santiago and Dezmond Sanchez $35,000 and $15,000, respectively.

Their claim alleges that Enrique Garcia, a DOTI employee, was responsible for a collision on Jan. 19, 2023, at the intersection of West Colfax and North Zenobia Street, court documents confirm.

Elsewhere on the agenda, the city is seeking approval of a proposed agreement with Aptim Environmental and Infrastructure, LLC to administer the city’s Climate Action, Sustainability and Resiliency (CASR) rebate, incentive and grant programs. The $23.5 million contract would be for a three-year term.

According to the resolution filing, 7% of rebates would be held as contract fees and the remaining 93% of the funds, up to $21.8 million, would be distributed to recipient organizations in the community over the contract term.

Funding for CASR rebate and incentive programs is subject to the city’s annual appropriations.

No proclamations are scheduled this week.

There are no required public hearings.

The Denver City Council will hold its regular meeting on Monday at 3:30 p.m., with the general public comment session scheduled to begin at 5 p.m.
