363 bills remain pending as end of Colorado legislative session nears

With nine days remaining in the 2024 legislative session, 363 bills remain pending for lawmakers to finish.

That’s down only 11 from April 23.

Twenty more bills were introduced last week, bringing the total to 693, with 467 in the House and 226 in the Senate.

Those 693 bills are 81 more than last year’s session.

There are some signs of progress. On April 23, the House still had 165 bills that originated in the chamber awaiting final action; that number is now down to 116.

Seventy-four bills that required action originated in the Senate. There are currently 58 still needing action.

Of the 194 bills awaiting House action (including 78 from the Senate), the backlog appears to be in committees, with 119 still awaiting final action.

It’s the same for the Senate. Of its 169 pending bills, including 111 from the House, 107 await final committee action.

Eighty-eight bills have been postponed indefinitely.

Four referred measures to the November ballot are still awaiting action.

A fifth is now ready for the ballot: HCR 1002 is a constitutional amendment that would ask voters to make charges of first degree murder an unbailable offense, already approved by lawmakers.

The other four that are awaiting action are listed below. Only three can be added to the ballot:

  • SCR 002, a constitutional amendment, modifies election deadlines by one week
  • SCR 003, a constitutional amendment, removes a 2015 amendment that prohibited same sex marriages, and which passed on a 29-5 vote in the Senate Monday
  • HCR 1004 would bar lawmakers appointed by vacancy committees from running for the seat in the following election 
  • HCR 1006, a constitutional amendment, puts a cap on property tax increases.

The constitution allows for a maximum of six referred constitutional amendments per every two-year assembly. Two measures were already put on the ballot in the 2023 session. 

At noon Monday, Gov. Jared Polis signed the most expensive bill of the session — the state’s 2024-25 budget, at $40.6 billion. 

The session by law will end no later than 11:59 p.m. on May 8.
