Oil & gas bill heads to full Colorado House

Committees of Colorado’s House of Representatives have advanced a controversial bill seeking to overhaul the state’s oil and gas industry to the full House.

Senate Bill 181 passed the House  Finance Committee Monday on a party-line vote, and early Wednesday the House Committee on Appropriations also passed the measure on a party-line vote.

House preliminary action could comes as early as late Wednesday, although there was talk that the measure might be delayed.

The bill would hand local governments control over industry development and operations, increase emission monitoring, and direct the Colorado Oil and Gas Conservation Commission to prioritize public health and the environment over fostering the industry.

Pushed through the Senate by Democrats earlier this month, House Republicans recently amped up their opposition to the measure, which they call a job killer and reincarnation of Proposition 112. Voters shot down the proposition, which would have mandated statewide setbacks for oil and gas drilling operations, last November.

On Tuesday House Republicans began to filibuster other bills as they demanded — unsuccessfully — to have a clause added to the oil and gas measure that would allow opponents try to block it through a voter petition drive.
