“It’s been a painful year. And we sit here once again surrounded by seemingly incomprehensible, senseless loss,” Gov. Jared Polis said.
Boulder police Chief Herold said victims were identified by 2 a.m. their families were notified by 4 a.m.
Polis and other officials, including Democratic Rep. Joe Neguse, said Tuesday morning that people can’t let themselves become desensitized to mass shootings.
Government officials pointed to the senselessness of people being killed while doing something as routine as grocery shopping.

Police also identified 21-year-old Ahmad Al Aliwi Alissa of Arvada as the suspect in the mass killing.
He has been charged with 10 counts of murder.
Dougherty said the arrest affidavit and warrant were completed about 3 a.m. Tuesday.
The suspect was taken to a hospital to be treated for injuries, Dougherty said. He added he expects the suspect to arrive at the Boulder County jail later Tuesday.
The suspect was the only person who suffered serious, nonfatal injuries during the shootings, according to police.
Officials did not comment on a motive, but Herold said she does not believe the suspect was previously known to law enforcement.
