Six public hearings on Denver City Council agenda
In its first post-budget meeting on Monday, the Denver City Council has a full agenda that includes six required public hearings.
Giving a nod to the approaching winter season, the council will consider an on-call snow removal services contract, valued at $1.6 million, between the City and County of Denver and Applied Property Services, Inc. This contract will provide services across the city, except for Denver International Airport.
Council Resolution 25-1707, which was called out for postponement last week, returns for consideration. If approved, the resolution would approve a contract with The Community Firm, doing business as Community Economic Defense Project, for $2.7 million, to provide free eviction legal services to approximately 3,099 unduplicated households annually, citywide.
On Monday, the City Council is also scheduled to sit as the quasi-judicial Board of Equalization to consider reducing the total cost assessments for Local Maintenance Districts.
No written protests of the assessment were filed by the deadline of Oct. 30, 2025, for the following districts and, therefore, the council will not sit as the board, for:

Consolidated Morrison Road Pedestrian Mall
Expanded Greek Town Pedestrian Mall
Phase II Broadway Pedestrian Mall

St. Luke’s Pedestrian Mall
West 32nd Avenue Pedestrian Mall
There are four proclamations slated for Monday’s meeting. They are as follows:
• Honoring the 2nd Judicial District of the Colorado Youth Detention Continuum (CYDC) Team
• Recognizing October as Pregnancy and Infant Loss Awareness Month
•Recognizing World AIDS Day
•Recognizing The Epworth Foundation’s Denver Feed-A-Family
There are six public hearings slated for the 5:30 p.m. session:
25-1600: A resolution of the City Council sitting as the ex officio Board of Directors of the Ballpark Denver General Improvement District, approving a work plan, adopting a budget, and making appropriations for the budget year 2026 and approving a mill levy, and amending the 2025 budget.
25-1601: A resolution of the City Council sitting as the ex officio Board of Directors of the Denver 14th Street General Improvement District to approve the 2026 work plan and 2026 budget, including the capital charges and 2026 maintenance charges, and making appropriations for the 2026 fiscal year, and amending the 2025 budget.
25-1602: A resolution of the City Council sitting as the ex officio Board of Directors of the Gateway Village General Improvement District, approving a work plan, adopting a budget and making appropriations for fiscal year 2026, and approving a mill levy.
25-1603: A resolution of the City Council sitting as the ex officio Board of Directors of the RiNo Denver General Improvement District, approving a work plan, adopting a budget, imposing capital charges and maintenance charges, approving a mill levy, and making appropriations for the 2026 fiscal year.
25-1604: A resolution of the City Council sitting as the ex officio Board of Directors of the Sun Valley Denver General Improvement District, approving a work plan, adopting a budget, approving a mill levy and making appropriations for the 2026 fiscal year.
25-1578: A bill for an ordinance approving and accepting the Downtown Denver Area Plan, which shall become a part of the Comprehensive Plan 2040 for the City and County of Denver pursuant to the provisions of Section 12-61 of the Denver Revised Municipal Code.
The Denver City Council will hold its regular meeting on Monday at 3:30 p.m., with the general public comment session scheduled to begin at 5 p.m.
