Kamala Harris announces new oversight for government use of AI

Vice President Kamala Harris has announced three new federal rules encouraging safety and transparency amid the rise of artificial intelligence.

The rules, introduced through the White House’s Office of Management and Budget, strive to raise the standards set to protect rights and public safety, in addition to improving transparency and internal oversight, according to Harris.

“When government agencies use AI tools, we will now require them to verify that those tools do not endanger the rights and safety of the American people,” Harris told reporters Wednesday. “President [Joe] Biden and I are requiring that every year, U.S. government agencies publish online a list of their AI systems, an assessment of the risks those systems might pose, and how those risks are being managed.”

“We have directed all federal agencies to designate a chief AI officer with the experience, expertise, and authority to oversee all — I’m going to emphasize that — all AI technologies used by that agency,” she said.

During her short remarks, Harris cited her participation in last year’s AI Safety Summit in London, where she underscored her and Biden’s vision for a future “where AI is used to advance the public interest.”

“I believe that all leaders from government, civil society, and the private sector have a moral, ethical, and societal duty to make sure that artificial intelligence is adopted and advanced in a way that protects the public from potential harm while ensuring everyone is able to enjoy its full benefit,” she said.

The rules are part of OMB’s first government-wide policy to mitigate the risks of AI and harness its benefits, in line with Biden’s AI executive order.

“The policy announced today builds on the administration’s Blueprint for an AI Bill of Rights and the National Institute of Standards and Technology AI Risk Management Framework, and will drive Federal accountability and oversight of AI, increase transparency for the public, advance responsible AI innovation for the public good, and create a clear baseline for managing risks,” the White House said.
