WASHINGTON – The U.S. Senate has passed a measure that would block President Donald Trump from using emergency powers to raid the budget for construction projects on military bases as a way to pay for building his fence along the U.S.-Mexico border.

Eleven Republicans voted with Democrats to rebuke the president on a 54-41 vote.

Colorado U.S. Sen. Michael Bennet, a Democrat, voted for the measure, and U.S. Sen. Cory Gardner, a Republican, voted against it.

“Today, a majority of the Senate stood up for the Constitution and against the president’s sham national emergency declaration,” Bennet said in a statement to Colorado Politics.

“Those who endorsed his declaration effectively condoned raiding money from our military – including from a critical mission at Peterson Air Force Base in Colorado – to take land from our farmers and ranchers to build a wall that President Trump claimed Mexico would pay for. You can vote to uphold that declaration, or you can call yourself a conservative, but you cannot do both.”

Gardner took a swing at Democrats, blaming the opposition party for “refusing to provide funding for border security.”

“Even though Senate Democrats have finally admitted the humanitarian crisis at our border is real, they still refuse to do anything about it,” Gardner said in a statement to Colorado Politics.

He urged his colleagues to “support our men and women in uniform and prove we can defend the border and the country at the same time” in a separate vote Wednesday to instruct a conference committee to restore the military construction funding the Trump administration diverted to border wall construction.

The Democratic-controlled House is likely to pass the measure blocking Trump’s emergency declaration as well, but it’s doomed to be vetoed by the president.

Trump vetoed an identical measure in March and the White House promises he’ll veto this one, too.

Wednesday’s vote follows the recent release by the administration of a list of 127 military construction projects totaling $3.6 billion that will be canceled in order to pay for the border wall. They include an $8 million space control facility project at Peterson Air Force Base in Colorado Springs.

Democrats opposed to Trump’s moves didn’t pick up any additional GOP supporters this time.
