The Pueblo Chieftain: A balancing act on towing
After receiving a number of complaints from citizens, the Pueblo City Council is thinking about creating new regulations that would govern when and how cars could be towed from private property. This is a good issue for city officials to be investigating, although it may be challenging to find the right balance between the rights of property owners and the rights of motorists.
As anyone who’s lived through the experience can attest, it’s deeply unsettling to return to the spot where you’ve parked your car, only to discover it’s no longer there. On the other hand, land owners should be able to keep unwelcome cars from parking on their property.
Most of the complaints the council has received are from citizens whose cars were towed from areas that were unmarked or unclearly marked as no-parking zones. The council is considering requirements about what type of signs are needed to adequately warn motorists.
