For the first time ever, an entity other than one of the original participants wants to pump water out of Lake Pueblo through the Southern Delivery System. Donala Water and Sanitation, a utility district which serves areas north of Colorado Springs, wants to tap into the pipeline to meet the needs of its customers.

Pueblo County commissioners have decided that this shouldn’t happen until there’s a 1041 permit review process to determine what impact such a move could have on residents in our community.

If you’ll pardon the pun, this is a watershed moment. Commissioners need to handle this request properly because this probably won’t be a one-off deal. If Donala is granted rights to use some of that water, then other districts may come forward with similar requests in the future.
