Colorado governor, union sign partnership agreement, boosting state employees’ benefits

Gov. Jared Polis and leaders of Colorado WINS, the union representing state employees, signed a new partnership agreement on Monday, the third such accord since the group’s creation in 2020. 

“We are thrilled to sign this agreement today, making state government more efficient and supporting Colorado’s incredible state workforce,” Polis said. “Our dedicated state employees go above and beyond to give back to our communities and people around our state, and this agreement helps provide greater certainty around pay, schedules, hiring and more. I want to thank Colorado WINS for their partnership on this agreement and look forward to the benefits state employees will receive from it.”

When asked how the agreement could affect the state’s budget, as it calls for a $2 million staffing incentive and $3.4 million in funding for a housing project pilot program, Polis’ office said, “This agreement builds on Colorado’s historic investment to support our critical state workforce, ensuring the state remains a top employer. The Partnership Agreement will be factored into the budget request released on November 1. More details will be included in the Nov. 1 budget submission.”

This agreement adds another expense on a budget already facing shortfalls.

Earlier this month, the state’s budget writers announced a $1 billion hole in reserves that was compounded by overspending by the agency that administers Medicaid.

Under the new agreement, effective immediately through July 31, 2027, the state will fully cover any increases in health care premiums for union members. The agreement also includes definitions for in-person, remote, and hybrid job positions, and improved standards and timelines for performance reviews.

Starting on July 1, 2025, state employees will receive a minimum wage of $16.55 per hour, with a 2% increase each subsequent year, in addition to annual cost of living adjustments.   

“Our members voted 97% in favor of this agreement because it is a step forward on the long road to improving working conditions for state workers, which is critical if we want to retain and attract the talent we need to deliver the best possible services to Coloradans,”  said Colorado WINS President Skip Miller.
