BREAKING: Gov. Hickenlooper to nominate Kaiser Permanente Executive Donna Lynne for Lt. Governor according to sources

Capitol sources tell us that Gov. John Hickenlooper will select Kaiser Permanente executive Dr. Donna Lynne as his nominee for Lieutenant Governor to replace Lt. Gov. Joe Garcia who announced last year he will leave office to start work as president of the Western Interstate Commission for Higher Education, a Boulder-based advocacy organization, before July 1.

Gov. Hickenlooper will be holding a news conference in the West Foyer of the state Capitol at 11:30 this morning amidst a strong snow storm in the metro Denver area that has kept many lawmakers, staff and reporters away from the Capitol.

Lynne is the executive vice president of Kaiser Foundation Health Plan, Inc., and Kaiser Foundation Hospitals and is the group president responsible for its Colorado and Hawaii regions.

The state House and Senate will be both be required to confirm Lynne’s nomination by majority vote, a task that senators and representatives have been expecting to fulfill this session.

From 1998 to April 2005, Dr. Lynne was the executive vice president and chief operating officer for Group Health Inc., a $2.5 billion managed care organization. In the mid-1990s, she was the executive director of the New York Business Group on Health. Dr. Lynne spent 20 years in various positions in New York City government, including first deputy commissioner, Office of Labor Relations; director, Mayor’s Office of Operations; and senior vice president, New York City Health and Hospitals Corp.

Dr. Lynne was an International Executive Fellow with the International Federation of Health Plans. She was awarded the Denver Business Journal’s 2008 Outstanding Women in Business award. She received the 2009 Distinguished Coloradan Award from the University of Colorado Denver School of Pharmacy. She also received the President’s Award from Women in Health Management and the Health Care Leadership Award from the New York Business Group on Health.

Dr. Lynne serves on the boards of Colorado Education Initiative, Colorado Mountain Club, Colorado Regional Health Information Organization, Denver Museum of Nature and Science, Denver Public Schools Foundation, Teach for America-Colorado, U.S. Bank Colorado Advisory Board and is the former chair of the Denver Metro Chamber of Commerce. She currently co-chairs the Denver Education Compact Executive Advisory Board for Mayor Michael B. Hancock. Additionally, in 2010 she was one of 16 statewide transition co-chairs and the Personnel and Administration Committee co-chair for Colorado Gov. John Hickenlooper. Dr. Lynne currently serves on Gov. Hickenlooper’s TBD Colorado Advisory Group.

She has a bachelor’s degree in economics and political science from the University of New Hampshire, a master’s degree in public administration from George Washington University, and a doctorate in public health from Columbia University. She also holds the designation of Certified Employee Benefits Specialist from the International Foundation of Employee Benefit Plans/University of Pennsylvania Wharton School. In 2014, Dr. Lynne received an honorary doctorate of public service from the University of Denver. Since 2005, She has been an adjunct associate professor of Public Health at Columbia University.

Dr. Lynne enjoys skiing, mountaineering, cycling, and reading. She resides in Denver and has three children, Rachel, James and Ben.
